If a train has waiting list 17 in general category, while wl 52 in tatkal on same journey. Which will is wiser to choose? is there something like Tatkal gets priority over general?

In fact, sometimes intermediate to end are also issued under GN quota. I booked for CCT-SNSI express from AWB to SNSI and my seats were issued under GN quota.

Yes. This mostly happens for bigger stations.
Ex:- Hwh-YPR in 15901 is often issued in GNWL.
