Becaue privatisation focuses only on profit making. If IR is made private, many trains[especially MG and NG ones] will just be discontinued because of lack of revenue. Heck, many routes which see less traffic will also be shut down. And did I mention that the Mumbai Sub-urban railway passengers will either face a 10 fold hike in fares or they have to say good bye to their system. IR runs on subsidy and exists to serve the people; a private railway won't even work in theory, let alone in practice. For example, look at UK's rail network; their attempt to privatize railway was a disaster.
