When all L.H.B coaches are 130 certified then why security clearence required?

Thanks,lekin yaha ek baat dekhi sectional speed jo ki cnb-ndls me 130 hai tab to lhb trains ko dene me koi dikkat honi nahi chahaiye

But non AC Trains me India Ke Infrastructure Ke based Pe kahe to Noise and Dust ka issue hai 130 pe run karne pe
aur Overcrowd to isme include kiya hi nahi hai

Lekin agar overcrowd factor aa jaye to Senani,Shivganga,....aur future lhb vikramshila ko to kabhi bhi 130 nahi diya jaega

But Jab CBC Coupling wali ICF Rakes ( Mahabodhi, TN, AP, GT) Trains Ke 120 Sanction ke Baato ke Waqt Dust and Noise ki Baato pe Gour Kiya Gaya Hai so LHB me bhi iss Baato pe Gour kiya Jata Hoga
Rolling Stock Fit Hona India me Aam Baat Hai Par Infrastructure ka koi bata nahi sakta
