Technically,all sort of pantographs present on loco are identical. But main reasons behind their priority of usage:
1.Firstly, two pantographs are fixed as to use the other one when the running panto is damaged. Both of them don't commission at a time.
2.Usually, Rear panto is preferred over front panto as pulling is more easier than pushing.

over head wire. When front panto is used, most of the frost get scattered outside the loco. But if rear panto is used, frost falls on loco body which might damage electrical equipment on the loco top.

Oh thts y some north indian train uses front panto.but same dew comes on south india during winter.but they were not using front panto

It is not the dew, it is the frost that matters. South India, we won't see frost. Only we will see water droplet. This doesn't cause any damage to loco. But frost is solid form, which can damage loco parts.
In South India, mostly you will see front panto in action, if rear has some trouble.
