What is meant by RLWL/Available ? Does this means a confirm seat will be alloted?

It means that the ticket between the stations that you are booking were in RLWL status but due to cancellations now tickets are available to be booked.

RLWL means Remote Location Wait List
Here, even though the train is in Wait Listed from that particular Remote Location station, but still due to cancellations, there are confirmed berths available, and you would get a confirmed seat/berth. But the berths would be allocated only at the time of charting at that particular RL station.
