why Indian Railway dont use talgo engine during trails?

why didnt they imported the loco ?
would it not be more better if talgo engine are used instead of wdp or wap?

Talgo locos are high speed locos and in India Talgo coaches will run as semi high speed trains. What's the need to waste money on a Loco whose full potential can't be harnessed by Indian Railways. Ab 200 km/hr pe chalane k liye to apan WAP5 ki kaafi hai to Talgo engine leke kya Jagrata karenge.
If talgo loco is to be used, technology transfer cost would be much higher. and for semi high speed train , wdp 4 is able to get that speed then hell a lot amount of foreign exchange would be saved. That's why its railways first priority is to be able to achieve that speed with indian loco
