It is better to raise fare of second general/ sleeper class and invest the extra revenue gained in attaching additional general coaches rather than degenerating the sleeper coaches into general one. Any ticket given to sleeper class can be either the long distance confirmed/ waitlisted/ or RAC.
If any day time short distance ticket is issued in sleeper class, it has to be against a seat number. Issuing an unlimited number of tickets in sleeper classes for short time day journey, is bound to create a chaotic situation in sleeper class coaches. Instead sleeper class coaches may be treated as seating coaches during day time and 3 seats per coupe (eg 3A, 6A, 8A, 11A , 14A, 16A ..) amounting to 24/27...

additional seating berths per ICF/LHB Sleeper coach can be issued as second class seating tickets. This could give a little relief in over crowded general coaches. Even this arrangement is going to be uncomfortable to long distance passengers of sleeper classes
