If a train is rescheduled by 5 hrs and if the passenger is not travelling, is he eligible for full refund even if his ticket is a tatkal ticket ? Do I have to file TDR ? I have TATKAL ticket for today's 16316 which is rescheduled by 5hrs 15mins. But I have to reach SBC by morning. So, travelling by this train is not an option now. Can anyone explain the rules ?
