Why such chain pullings? Aren't they punished?

Ndls trains are brought to platform 10 mins b4 departure which sometimes pissess off passengers.or if u know some whi r not able to board then chain pulling to stop train from departing.

I have suffered the same when my 22824 departed at 17:55 , 2 yrs back during Diwali. It followed aljn pass all the way till aljn halting at every stn enroute. It crossed aljn at 22:00 after which it showed Raj run. 12310 was lucky that it managed to ot it at krj

But uske liye 3 hrs delay kyon hoga? Max 30 min. delay may be there if train is halted for some passengers to board.
