Bhai log gujrat capital pahle Ahmadabad hi tha, population barhne par gandhinagar tehsil (thana) ko alag karke distt aur capital status de diya gaya same like bhubneshwar tehsil carved out of puri (old capitalof odisha). Bilaspur is a bigger city and not far away from raipur, but due to congestion in bilaspur, rajdhani was planned at raipur in 2000 when CG state came in existence. Similarly dispur carved from old guwahati district and rajdhani runs from dibrugarh to cater state capitals like itanagar, imphal etc who were very far from guwahati but near from dibrugarh. As now, all state capitals are linked with railway lines in northeast, it may happen that dibrugarh rajdhani will be extended to these capitals in future.

far as running of rajdhani from non capital city is concerned, if it is given a think, many greater cities like pune, jabalpur, vishakapatnam etc will be in line before bhagalpur and will create a dilemma before railways. So stop repeating this song again and again. Also don't ask for passing rajdhani as it will have only 03-04 seats for bgp/jmp. Better will be LHB AC Duranto/ LHB AC Tejas from bgp to ndls with stops only at jmp, pnbe, mgs and cnb.
