While IR does provide limited security on its trains, it isn't given to all trains. On the Dhanbad stretch where lots of happenings happen, ~10 trains per night are given RPF service. Overnight trains are completely excluded. Except Raj, no train is completely secure at this stretch. If IR increases its manpower, the escort thingy can be easily implemented. As for CCTV that can only be slowly rolled out and it'll be years before it reaches SL class of a M/E train. Panic button thingy can be implemented on the new coaches that are made[or old coaches send for POH]; it'll still require for infrastructure development on the backend to work, but this should be doable.
