Kolhapur station is the terminus in the heart of City. There is very limited space there.. so new platform construction, increase of platform 1 lenght to 24 coaches are not possible at current situation..
So as you said, construction of new station is only option. There is enough land of CR is there at Gur Market (Railway Goods Shed). CR can easily construct new station there. But PUNE Division is totally neglecting Pune - Miraj - Kolhapur section.
