You must have spent fairly long time to make this epic post. Great effort indeed.
I am not posting any counter reply rather i am posting something else but really important from users viewpoint.
Because whatever is happening on the top if it isn't reflecting on the ground then whole exercise will be termed futile.

vision in introduction and running of trains.
You must remember LP Yadav who delayed new TT because of overhauling of trains timings.
Many trains got time change speedup BUT most of them were Rajdhani and some selected SF ME. 70% trains remained unaffected.
Why ?
Can be so many answers: Zonal Division had no vision to redraw whole TT, Political compulsion, Most of Div/Zone are geographically obsolete so even with new TT the constrains are same n old.
NOW
Why the new MR even after delaying TT is coming with old wine in new bottle ?
My thought is that the MR has neither intention nor vision about it. He just want Money.
Is the new freight n fare revision policy is really paying positive results ?
Not ! Not at least up to now.
Why ?
Because everywhere there is inherited biased thought about it.
Instead of acknowledging railways invisible contribution to nations GDP and millions of common citizens who get their bread butter the whole emphasis is on so called loss IR is giving to nation.
This is very surprising why till date no Govt or Pvt agency tried to study IRs indirect contribution to nation and how it is effecting common man and his survival.
Now about rate changes.
Why MR is not redrawing whole game ? What is stopping him to overhaul whole passenger and freight rate ? Why the common man have no idea why or how or where IR is actually loosing money and what can be done to stop or revers this trend or at least can be minimized ?
Why still even this MR is taking same old easy but proven counterproductive formula of rate increase that's to without being rationale ?
And can MR say proudly n honestly that these steps are giving positive results ?
NO ! As a matter of fact in spite of all the numbers of passengers are falling same is the scenario on freight.
In simple business if your footfall is falling then your business is not improving no matter how much earning your balance sheet is showing (many just by price increase ?).
Again the question arises Why MR is not showing courage to redraw whole rate system and abolition of backdoor charges, Surge pricing, irrational differences of fare between different classes ? Why he is not able to accept a very fact that being a mass transportation system rates can not be compared with Road or Air or Ship ?
Don't you believe that with zigzag steps situation is becoming far more complicated than ever ?
Political compulsion !! Nothing else. He just cant' dare to redraw whole game.

The most propagated one serves Milk, Medicine, WheelChair, Stops train so late passenger can board, Lodges FIR, Cleans coaches or washrooms and many more.
Also shows deserted clean PF of Midnight, ReTwiets of posts praising miracle, Broom born officials posing for photo shot, occasional actions on PC and overcharging and lots of propaganda posts so passenger can feel good !
Regarding empowerment of GM/DRMs
Still the system is same. At the core nothing has changed. Yes there is big boost in funding but the old machinery needs very rough overhauling and accountability.
In IR we have seen तोड़ो जोड़ो तोड़ो one officer says something next something, Same is at high level.
Take examples of some:
Years back IR has discovered light weight freight boxes, Where they are ? Then came Fiat Bogies just followed LHB still a dream of many then developed infatuation of Bullet. Recently talk of Train Set was on but no one came foreword for bidding. Suddenly Telgo the least known but much hyped and beloved.
Where we are going ? We don't have funds, but we can manage sample of bullet ? We know how much rush our trains carry but we love to see Telgo the toy train on our track ? At least as sample train ? most of trains have 30 kmph speed ratio.
But
Stoppage politics is on.
Initially it was said that there will be reduction on stoppages one MosR was quite vocal and rejected whenever stoppages demanded. Suddenly a flood of stoppages unleashed. Even Rajdhani-Duronto not spared, All the existing stoppages got another extension. But wait... We have new stoppage policy ! Then why ministry or RB is not sticking to it ? Political Compulsion ! What else ?
Please convince me why Durontos are loss making trains when they have high fare in SL and even CK with PT too ? The AC class fare was already raised up to Rajdhani level.
Premium trains were disaster most of ran empty so a new dynamic fare scheme introduced and instead of 5 any number of stoppages added. Are these trains justify fare ? Are they run full ? Do they serve needy passenger ? Are the regular trains show less WL due to them ? NO ! the success of Suvidha train is highly debatable. Then take Special fare trains, The Tatkal fare trains. Passenger forced to pay CK charges for ordinary trains having no punctuality or any special facility.
Still Railway is in huge loss, Loss Increased in fact.
Then this so called FlexiFare scheme ?
Lots of said about it.
And now we have Tejas ? Antyoday ? HumSafar with 20% extra fare and few stoppages ? Then why Rajdhani type trains are having more stops even with maximum fare ? Why this contradiction ? Can MR say that the new trains are not adding losses to already loss making system ?
Oh i missed the over hyped and vacant Gatiman and Mahamana ? Why no more new services ? Is there any audit how much loss these trains have done to IR or why no more such trains are being played ?
Why IR is unable to tap it's huge Land, IT resources ? Despite of repeated propagation of new policies by almost every MR the plan failed miserably.

The point is there is 20% work with 80% hype.
On the ground some island of development are created rest of system is running as it is.
A massive speedup of average speed of all trains is not a bad idea specially when we have high power Loco and DEMU/MEMU, LHB rakes.
But again politics is ruling everywhere and some shock treatments are given to system so we can believe in utopia.

I haven't talked about mysterious accounting system where LP Yadav made tall claims of profit and very next MR M Didi shown huge loses.
