For Mumbai there is no dearth of plans, there are multiple developmental plans by multiple agencies, but when it comes to implementation, land acquisition and funding etc, the tussle start between multiple agencies like IR, State Govt, MRVC, CIDCO, MMRDA, CR, WR, Min. of Environment etc.
Even when MUTP-II was not implemented, planning for MUTP-III was fully done & MUTP-IV was in process!

MoS-IR Mr Ram Naik, the foundation was laid for the improvement of Mumbai intra-city rly transport system. MUTP-II was then formulated and even today it is not 100% implemented. Slow implementation is really a matter of concern in spite of funds being tied up.
Today things appear to move quite fast for Mumbai Rail transport, bot the early commissioning shall depend on the initiatives/ co-ordination of the trio i.e. RM, CM & PM and the efforts of the officials from the respective organisations.
