After reading your reply, I can guess that you're trying to propose condition of Mr Prabhu as our ex-PM who might have had his hands tight in some way and didnot have any control despite being the supreme leader.
And do you really think that any kind of effective marketing would have got flexi fare some success? The biggest asset for people today is "TIME". I can still expect success of bullet trains despite high prices because of less travel time and effective marketing can help easily in that. Remaining silent on some issues is definitely his mazboori, except the fare and the train debacle, every thing had been v.good. He is not a supreme leader like ex-PM, there is a constitutional boss called PM over him. More over he has his limitations that he was not a MP and given the charge of IR based on his past performance as a minister in previous govt.
Ex PM is an extreme case who was rubber stamp on almost all issues. Comparing RM with ex.PM just on a couple of issues, ignoring the plethora of good jobs done by him is not fair. No human in this world is perfect, even the Gods are said to commit errors on rare occasions!!...

Well debate on the comparison will deviate the topic. Meanwhile, its not just fare and train debacle but he has failed in many aspects. Punctuality is a major concern. e.g. everyone here knows about NCR or condition of NFR trains that are just used as hype during inauguration and then later, forgotten. Grievance address is for name sake in many case. Not being able to control people under him nicely, fare and train issues are main categories that are easily exhaustive into many subcategories. There have been a lot of leaders who have had good visions, good intentions and failed miserably. But as a citizen, performance matter more than intentions. Since, he is the leader of the segment, it will be his failure and insult.
Due to much large number of trains, the tracks are getting super saturated thereby badly affecting the punctuality. To alleviate them RM is going full throttle on the DFC and multipling in spite of funds crunch, the results will take some time. Totally disregarding the expert recommendations and advise of IR bureaucrats, all the previous populist RMs from East India in last 25 years have introduced a large number of trains on the NDLS-CNB-ALD-MGS-HWH line which primarily served their states without emphasizing on capacity augmentation. Problems of punctuality is increasing year after year especially during winter season when poor visibility of signals force slowing down/ cancellation of trains.
