Lolz.. King's TT between NDLS-PNBE is Faster than Dedicated RAJ to Patna 12310. And it is true.. 12306 follows that TT.. i mean why they don't speed up PNBE raj atleast till the mark set by Howarah Rajdhani? I guess a dedicated Train should have faster tt than connecting one.. Is their any specific reason OR one can't surpass?
Well i don't know the answer but can suggest you one thing, King's name is Howrah Rajdhani not Howarah :P :P and secondly 12302 is the real king not 12306 [Personal opinion] Aur dekha jay to aisa koi jaroori nahi lagta... 12302/06 HR has 94kmph AVG b/w NDLS-CNB *fastest* And CNB shatabdi has slower TT than that of King.. So no specific case, IR knows it better.
As a dedicated train to Patna PNBE Raj needs comfortable arrival time at destination.
Being a much longer distance train train to Cal needs high avg speed.

if they speed it up then it will be more early to get up in morning. So it is ok for ppl to wake at 5.20 am.
