Yes !! The WCAM2 and WCAM3 series of locos were manufactured by BHEL and 'leased' to IR ( BHEL still owns these locos along with the WAG5HB class). BHEL delivered some really great solutions for IR. Even at the time the WCAM3 was being developed, IR was on the lookout for High HP 3 phase electric locomotives. BHEL prepared a very good, low-cost design somewhat based on the WAG6A class. But sadly, for reasons unknown, the contract went to ABB and today, the resulting WAG9 and WAP7 class are thriving in IR, while BHEL has been relegated to building the internal components for these locos.

But I presume they have shifted their focus to metro, EMU and other auxiliary things. IR itself is moving to LHB now, so BEML's ICF style passenger coach production is no longer required.
