make sure to keep some relevant screenshots of Train rescheduled, delayed etc.
As this is e-ticket, you need to file TDR from IRCTC account selecting the reason - "Train is late by 4 or more hours".
You should get entire full amount as refund. Cancellation charge will not be deducted as train is late by 4 hours.
