There are three reasons for low occupancy 1. Suvidha tag with higher fares 2. Inconvenient timings reaching g a metro city midday not many want to waste half day 3. Days of run on both sides are not demand days for travellers to opt and too odd hrs of arr/dep from both ends.

But finally more burden to railways as LPs, ALPs, Maintenance people, PFs, Fright effects, Water fillings, TTE all are involved for a empty train.
