Whatever writer has posted is totally logical i.e. a) IR is playing mind game with passengers that its bearning half of the cost (??) of journey of every passenger, so that it can justify its passenger fare hike actions. But reality is different as per this article, which IR is not be considering intentionally; & b) As per figures given in the article, development in other modes of transport, mostly roadways/highways, is much higher than railways.
