why does it have SE rake instead of ER rake? I believe that HWH comes under ER.
HOWRAH take care of both ER and SER just like chandigarh is capital of both Punjab & Haryana.
Train which goes towards KGP comes under SER and rest under ER

It's HWH MUMBAI MAIL (Via NGP)
the rakes of this train's base is Santragachi(SRC) of S.E.Rly
and same is for maintanence is also done at SRC which is barely 8 Kms...
