Do any body know how the mechanism of Trainenquiry works ? I mean how the delay time is updates ?

As per my knowledge now Automatic data loggers are installed at almost all places and they are connected by IRTIS server via fiber optic network of reltel.The station feeds train running data in data logger when train leaves his station.The NTIS server calculated and displays status automatically.
I is commonly seen if no manual data feed than server updates any train as RT hens totally wrong info.
