* As per the views of experts, Metro construction is very costly, and should be constructed in a city with a population of at least 30 lacs, so that the commuter traffic is high enough (about 50000 paxs per hour in peak hours) to justify the construction cost of a Metro. Else the Metro shall be a severe financial burden on state/nation/people.

Going by statistics, Gorakhpur with a population of 5.1/6.2/6.9 lacs in 1991/2001/2011 census, not only have a very less population, but the growth of city is also stagnant. Going by norma GKP is very unsuitable for Metro Project.
* 30km metro plan with 12km underground & 18km elevated is likely to cost about Rs 7000-10000 crores on completion. The revenue may not be enough to recover operational cost and the repayment of loans for the project shall be a burden on the people especially of UP.

* Metro construction takes about 5-7 years and construction of metro start in a growing city of 25lac people, the city population may reach 3 million when metro is commissioned. Cities deserving metro :
Clear cases- Delhi, Mumbai, Kolkata, Chennai, Bangalore, Secunderabad, Ahmedabad, Pune, Surat, Jaipur, Kanpur, Lucknow,
Boundary line cases- Indore, Coimbatore, Kochhi, Patna, Bhopal,
Future candidates (after 10years)- Baroda, Agra, Vizag, Thiruvananthapuram, Ludhiana, Nashik, Vijaywada
* Many Smaller cities located very near to metro cities too become part of urban area and deserve metro connectivity.

It appears that the coming of metro in a city in India depends much on the action of state govts/ Municipal corporations, rather than the actual traffic demand. Eligible cities like Surat, Pune & Kanpur are laggards where as many much smaller cities have moved ahead due to (over?) enthusiasm of state govts in some cases?
