Can i take two ticket's at a time on any train where there is an availability, but, i want to go alone with booking two ticket's? one is for me and another is for my luggage, tee will not charge me? in second ticket what should i write? instead of an passenger name.

Even if you were to give some excuse like the one you have mentioned, it is highly unethical to do so as you are blocking a legitimate traveller from booking the other berth.
Even if you are travelling by SL class you are entitled to 40 kgs of free luggage which should be enough.
