Its head office quota will be available for MP, MLA, MINISTERS, Journalists etc.
If any medical emergency there some one request station master to release it.
Station Master has no authority to release HO. The formal order comes from the divisional office.
In big junctions station masters will have those powers...thats what i heard.
You can always make an application through the SM. But the actual order comes from the above. In small stations where communication to the divisional office is not always feasible, the SM's has the authority to exercise OS Quota.
