Yes, it will open tomorrow. But tomorrow, you will be able to book from NDLS and Mathura only as from the subsequent stations, the date will change to 3rd (more than 2 days in advance) and hence booking will not be taken at IRCTC (book it from Mathura than). If you can take a risk, wait till next day and book.

Sir for this train tatkal quota from KPG depends on the seat avilability after tatkal from NDLS to KPG are booked. So for 3rd jounery tatkal will noly open on 1st and will depend on number of seats booked ndls and KPG. It is very hard to book in sleeper as there will be only 30-40 seats avilable but 3a even though has very less seats stays for a long time some times upto afternoon so try u r luck.
to check for 3rd avilability try on 31st after 8 pm or even late
