Agar proxy error dekha raha hai to fir refresh mat kijiye, simply back kijiye warna duplicate entry create ho jayega
Yes, these are inherent properties of browsers. When you post something and then press the back button, the form gets reposted. This is the reason that in e-commerce sites when you submit a payment, the next page says "do not press the back button".

Already, duplicate TTs are prevented from being added/confirmed, if there is no change in information. Since your TL Entries were going into the WaitList (and not actually updating the Train), it was being allowed.
However, the system will prevent the Confirmation of duplicate TTs.
