Cant understand the IR logics in giving W/L for the passengers. If you see there is a highest w/l was upto 1200 and more( no regret) But look into this train, there is a high possiblity of confirmation upto w/l 500 in Yuva trains, but after w/l 203 they applied regret :O......

Maybe ppl have cancelled and hence it has fallen to 201 or 205. We cannot say the max WL by the attached pic ...

Even if they cancelled the tickets, It shouldnt be regret, allow upto 400 or more, becuase there are high chances of confirmation in the Yuva trains. Why cant they allow to book more, and allowing upto ww/l 1200 in some trains like Mandovi :O?
