Not in every train, there are very few trains and few section in which slpeer ticket purchased from Unreserved Ticket counter is permitted. Ala Hazrat Exp is one of them you can buy ticket only for BE/MB to DLI. It will cost you just half of the normal sleeper ticket price and allow you to board the sleeper class.
No, from MB to DLI it is available just because S5,S6 and S7 are reserved for DLI quota only which is not there in case of Down Direction train. But TTE usually permits the passenger to board between MB and BE without any penalty (or minimal bribe of Rs 50) you only need to talk to him politely.
