I think that policy related matter means that the Railway Board may decide on this train's introduction. Various factors like Festive Season, Final Stoppage/Schedule decisions, rail yard facilities for these sleek Humsafar rakes, etc. need to be considered. After all, its the first time that a Fully AC train that too in LHB avtaar is about to run on the Durgiana-Himgiri Exp Route where only Non-AC trains (with a few AC coaches) were running till date! -_-
