Only doubling is not the constraint here.
Check out the stretch between Pune-Solapur-Wadi...The trains which are Superfast here, they generally have least counts of halts.
Like Siddheswar , Hutatma , PUNE SUR Intercity, DR MS SF , Latur SF, SUR YPR SF, Karnataka express etc.
Udyan have record number of halts here in this stretch just like CSTM MAS Mail and express....
