b) I have no idea why 16317 (CAPE Katra Himsagar express) was short terminated at TCR on 25-Aug-2017. They could have allowed it to run for more distance like say Gwalior?

Yes..... A long distance train should never be fully cancelled.
Yes, railways looks at safety considering tension in Punjab but such a long distance train could have been run at least for longer distance and terminated there. Same with KCVL Chandigarh train.
