Yes they will convert DLW to ELW because Piyush goyal himself has recently told that railway has sufficient diesel rolling stock for next 40 years and railways does not require more diesel locomotives .

Yes Present diesel locos are sufficient for many more years and IR moving towards complete Electrification so in 15-20 year fully Electrification will be achieved.
