Even though 22689/90 was supposed to be SWR train, plan was to set up RSA pattern using rakes of KCG-SBC and Charminar and introduce this train. For that reason SCR even released PR of changing CC of both rakes. Before the release of PR KCG-SBC had 12 SL, 4 3A, 2 2A and 1HA in CC and Charminar had 14 SL, 2 3A, 2 2A and 1HA in CC. PR were released for respective trains to make common CC of 12 SL, 2 3A, 4 2A and 1 HA.

Coming to 3 CBC HA1 coaches that SCR received.
KCG-SBC is running with normal ICF rakes, so it won't be getting these coaches. At present SCR is in process of replacing old CBC coaches of trains that are already running with CBC rakes. Ex: Godavari, Telangana.
Already majority of Sleeper coaches and few AC coaches of these 2 trains are replaced with 2017 made coaches. SCR hasn't received CBC HA and H coaches yet in this year. So my guess is that, these three coaches has high probability of being used to replace HA1 coaches from 3 rakes of Telangana(Godavari runs with H1 coaches instead of HA1).

Yes. The plan is still in a dropped state.
Whatever CBC coaches SCR is receiving, they are used in replacing the old ones from existing trains and some other trains are also getting those coaches.
Earlier only Telangana, Godavari, Gowthami, Charminar, Venkatadri and Pinakini were running with CBC rakes(Ratnachal rake was damaged during Tuni incident).
