5mins halts has been given at both ROU and JSG, so it is more likely to have the LC at ROU instead of JSG
And anyways officially it has 5mins halt, unofficially it will halt for atleast 15-20mins at ROU

Won't Sambalpur-Angul be electrified by the time this train is introduced?
No. It is not possible at the moment. With 4 months remaining, the work cant be completed. Even doubling of ANGL-SBPY is under progress.
Now the TT is published on IRCTC. It has 25 min halt at ROU. So loco change will happen at Rourkela
