as IR told its not possible to give curtains with current 3A fare. hence for curtains lover passenger IR introduce HS with 15% additional fare..
And if they put curtains in all 3A class than operational costs would raise. and proportionally it would raise the exisiting 3A fare... and u know if fare increment is done than many of them will oppose them...
