Based on factors like class of travel, date, the current status, past analysis, the type of W/L etc
So far as your query is concerned on.. reveal any trade secret, may it be noted that the website does not provide reservation faciltiy nor provode any type of assurance service for confirmed ticekts. This is private -independent-ad-free -rail info website and is not affiliated to Indian Rlys.
For more info on PNR feature, plz refer entry post # 26987. Some of the concerns mentioned herein by you are already posted by others and they are being examined. Thanks for your concern.

The prediction for the pnr are based on experience mostly. There is no fixed logic to decide the confirmation. Our predictions are some time wrong also. Here we try to calculate chance for confirmation.
and it can not be bounded to certain logic because during peak season most of the calculations gets failed.
