In context of Locomotive allocation dependence on own Zones whether ethically good or bad is the need of today. In NER Humsafar class train is forced to run on goods Locomotive not having good acceleration, because it's own Zone's WAP 4 is busy serving other trains. This is Wrong and shouldn't happen with any Zone. Cooperation sounds good only when it happens equally.
