Many of them would be knowing about antyodaya but the people travelling in general class are labourers and are poor and they want to save every single penny possible.
Railways did a great mistake in keeping base fare of antyodaya higher than normal trains, even exploiting the poor. If the antyodaya would have run at normal fare then it would have a better patronage than present situation.
