can be or cannot be depends on train, class, date, from station, to station, WL number, vacancies in other quotas, cancellations, etc
Yes it can be confirmed if those holding TATKAL Confirmed Tickets cancel. Tatkal Waitlists will be adjusted against TATKAL cancellations only first; if after GNWL and other quotas RAC/WLs are cleared, then MAYBE Tatkal waitlist may get some space in those other lists.
