Can anyone explain 17603? It is between kcg and ypr with slip between kcg and Ubl with 18047 for 4 days and 17225 for 3days?

Was this Slip coach arrangement introduced long back ?because it doesn't make sense when 17225/6 is running daily and having RSA with 18047/8 slip.
Now they can run Hubli slip daily with 17603 kcg ypr express, but connectivity to Vasco will be lost.
I guess they never expected the regularisation of Bza Ubl Amaravati express in the first place.
