Need some healthy discussion on this "1 State/Region 1 Zone" policy. Consider the following:

As far as CR is concerned, the entire MH should be under CR including NGP-G currently under secr, MMR-NED n AK-PAU currently under scr and ROHA-SWV currently under KR.
It should also include Goa (SWV-MAO-Cancona and VSG-MAO-LD).
Churchgate-Dahanu section can be excluded.
