Can you be a bit more specific? In the south, the entire train (Dhanbad/Tatanagar-Alleppey) is called as Bokaro express. The Tatanagar (18189) portion was started on the date I updated above - October 1st, 1970.
If you are talking about the portion that goes to Dhanbad (13351), it was started as Ranchi-Rourkela-Madras slip express connecting to the Tatanagar portion at Rourkela on November 1st, 1980. It was extended to Bokaro sometime between 1980-84 and later to Dhanbad in the early 2000's.

/blog/post/5595163 TATA/ROU was always a slip (whose 1970 inauguration isn't confirmed in your post). In 1983 TT, 89A TATA portion got clubbed at ROU to 89/90 Steel City (ex Bokaro via Hatia). 89/90 Steel City never started ex TATA (so never reversed ex ROU). TATA Slip must got introduced when 89/90 Steel City stopped touching HWH!!
Please refer to this press notification from South Central Railway for the timetable revision starting from 1st October, 1970.
