That would literally be of no use. Even if that line is made it would provide service of 1-2 passenger trains in a day, so you can't skip Gaya as most passengers would be from or to Gaya.
Even none of the train serve MGS-GAYA-PNBE, and Gaya is not congested at the present scenario that a bypass is required.

Tekari is emerging as a crowded place in Gaya and if a connecting line made from Bela to Tekari than this will help this town and nearby place to develop and in future it will be used as bypass line through Gaya District. Because of New Central University near to Tekari it will going to be a boom for this place in soon it will be included in gaya town map. Also new bypass also touching this area. Dhobhi-Patna highway.
Gaya is shifting towards Gaya tekari Sh7 road because of central university. In future Gaya Tekari will be in one map Like Danapur in patna. Already a bypass line is announced to skip Gaya and another is in planning.
Better to upgrade the road transportation, it will be better than railway.
A bypass is being built after Falgu river towards Chakand, it is mainly for the goods trains which will carry coal to Thermal plant as they have to undergo loco reversal at Gaya.
