To the best of my knowledge LD-mao is a single line. Have you checked whether there are 'crossing' problems?
Also please check whether you will get a slot between Kulem and VSG because of 17311.

Green Flag from me. But you should also take into account the freight traffic on this route from VSG. According to this article from the Indian express over nine trains carrying 57 wagons of coal use this route from vsg. The empty rakes also come back. click here Slots are not given easily on this route by SWR. Why dont you think of having the train for 5 days a week and using the timings of 17311. That way your imaginary train would not require the creation of a new slot and thus become more practical.
