There are many cities which have 2 divisions inside city jurisdiction itself ... how do we justify it? Also in western world many are privatized lines .. New Divisions will help ease in operations and more trains can be run alongwith capacity augumentation. Normally effective management of tracks is done by Divisions upto 1000-1500kms if tracks are increasing it calls for another division. Also when new division is created Indian Railways should analyze whether the proposed section can sustain as division, in Gulbarga's case Gulbarga district alone provide 1000crores revenue yearly to INdian railways which includes (Wadi, Shahbad, Sedam, Malkhed, Chittapur cement factories). ALso please read the document where SCR ADRM mentions difficulty in handling more railway lines once Bidar-Gulbarga line is opened. If Gulbarga Division can sustian and has required lines it has to be created and which is also known to Railway Board. However its delaying...
