Superb!!!Highly needed one.People actually a North-South Bengal Connecting train.Kharagpur and New Coochbehar being chosed for Originating both are excellent decisions.Hope it actually sees light of the day.Another circuit which is highly untouched is Coochbehar/Alipurduar/Jalpaiguri/Siliguri-Balurgha t/Raiganj Connection.After the Buniyadpur-Kaliyaganj Connection establishes that can be given.
You can't make it Rajya Rani because Rajya Ranis are trains that connect other least connected portions of the state to the state capital.
Examples of Rajya Rani are: Assam Rajya Rani that connects Dhubri and Silghat , 2 least connected regions to GHY , Odisha Rajya Rani that connects Gunupur and Paralekhamundi district , a least connected region to BBS and ROU etc.
