Confusing... my resevation staus say RS10 39/Coach Position:21 (Booking Status: W/L 17,RLGN) but TTE says it is RAC and ony seat available. Can someone clarify

You temporarily share the seat with some one, but when any passenger deboards, at intermediate station, you will get berth from there.
