Should IR restart the manufacturing of wap4

Manufacturing them is unnecessary. The technology behind them, while capable, has reached its limits and there isn't much scope for improvement,and there is no point in setting up production line to manufacture them again.
What should be done however, is retrofitting all the existing WAP4 locomotives, or a subset of them that still have a lot of codal life left, with latest features like Microprocessor control, Head-on Generation, disc brakes, TPWS etc. Most of the WAP4's still have more than 20 years of operational life left. While the traction cannot be improved much, at least their operational capabilities should be enhanced to support better signalling and advanced rolling stock.

Yes it can be done renaming or rebuilding old locos with better feature
Your point is right but it's not unnecessary manufacturing P4 as P7 and p5 are not given to shed which really need it
It is unnecessary, Sir. Tap changer technology in the P1/P4 locos has reached the end of line a long time ago. There is no active development of this technology anymore and the world has moved on to 3 phase locomotives. 3 Phase locomotives are the next step and there is no use of investing a lot of money to manufacture all the Tap changer locos again. The money is better invested in resolving the technical issues with the 3 phasers and upgrading the existing fleet of tap changers.
With the kind of speeds we have in the country now, there is nothing like a shed 'needing' WAP7 or WAP5. Only NR/NCR and probably WR have some claim...
