Suresh Prabhu definitely "was" the best, but I hope Piyush Goyal "shall be" the best

* Mr Prabhu had little organisational responsibilities and Mr. Goyal have much more organisational responsibility & involvement, so Mr Prabhu devoted maximum time to Ministry of Rlys. Mr. Prabhu is a known workaholic and I don't think IR shall ever get such a dedicated minister.
* Mr. Goyal is taking up the right and important issues which Mr. Prabhu could not properly address- like review of flexifare, review of loss making projects, emphasis on track renewal to arrest the accidents, review of loss making trains, tightening of IR bureaucracy/wasteful expenditure like restricting usage of saloons etc.
